Overview of the Incident
 
Date and place of the incident: Dec. 07, 2007 (Fri), at around 07:00
Place: 6 miles northeast of Manripo, Taean County
Nature of the incident: collision of a tugboat and an oil tanker
Leakage of crude oil: 12,547 kl
  The worst oil leakage in the sea in the history of Korea * Sealing of the broken area of the ship involved in the accident (intercepting the oil leakage): Dec. 09, 2007; 07:30

  - A cluster of tar residue remained in the sea (near the southeastern part of the Nokdo islet).
- Some clusters of tar and oil film were found on the seawaters of Simidong.
* Oil film and tar clusters were moving repeatedly southwards and northwards, depending on the waves, wind directions, and marine situation.
Seashore Area
  - Stagnant leaked oil was found in the rocks and seashore rocks in the section between Mohang and Hakampo.
- Some tar clusters were found on the southeastern side of the Oieyeondo, Sapsido (Boryeong, Chungam), and Wondando islets, and on the seashore area.
* Although no leaked oil spread to the seashore areas elsewhere, the tar clusters that had already spread remained stagnant.
Dec. 23 (Sun): Fine after being cloudy; the sea waves were 1.0-1.5 m high, which was not problematic

Rescued: 29 animals (7 great crested grebes, 14 black-tailed gulls, 2 little grebes, and 6 other animals)

Disaster relief manpower: 563,761 persons (103,351 persons, 305,173 volunteers, 72,093 policemen and
  soldiers, and others)
Disaster relief equipment: 13,419 units (177 helicopters, 982 ships, 685 disaster relief ships, 9,3610 fishing

Disaster relief materials: 218,203 kg oil absorbents, 49,070-m-long oil fence, 334,388 sacks, and others
Oil collection: 3,617 tons waste oil, 18,209 tons waste materials

Regional Trends
Complaints from the residents against the Special Law and its Enforcement Ordinance (draft)
The residents¡¯ heightened anxiety pending the restoration of the marine ecology
  and environment and regarding their health and well-being
Livelihood difficulties as a result of the damage to the fishing industry and the dropping number of tourists
  * The livelihood difficulties are expected to be prolonged if the negative effects of the disaster on the fishing and tourism industries persist.
The local economy is expected to further decline as the residents have less income due to
  the disaster, especially the fishing, accommodations, and restaurant industries.
The government must provide more support to the residents in the area that was hit by the disaster.
Current Focus of the Disaster Relief Measures
Supporting the livelihood of the residents by providing governmental grants
  A second wave of grants will be provided for the residents¡¯ livelihood support (to be given tomorrow).
Enactment of a special enforcement ordinance under the existing Special Law
  - Proposals will be made to ensure that the measures to be implemented will meet the expectations of the residents.
- The enforcement ordinance will be enacted by the end of May, taking the ideas from the related governmental   offices, cities, and counties into account.
- Measures to stimulate the local economy
- Various festivals, sports events, and other activities will be held to catch the attention and raise the level of interest   of the residents.
- Support for the residents in relation to the compensation for damages wrought
- General support, including the installation of a department to help the residents cope with the damages wrought by   the oil leakage, and the granting of compensation for damages wrought
- Integrating the Damage Compensation Measures Committee into one entity to strengthen its negotiating power
Speeding up the resumption of fishing activities in the affected area
  Ensuring that fishing can be resumed soon so that the fishermen will have a source of income
