 On the site where an explosive is found
When a suspected explosive is found, do not touch it. Call the police then take shelter.
Using a cellular phone or radio to report is not recommended since electromagnetic waves may operate an explosive triggering device.
When a blast sounds, immediately lie flat on the floor and observe the situation.
- When lying flat on the floor, keep both arms and elbows to the side to protect the lungs, the heart, and the heart. Cover the ears and head with your hands to protect the back of the neck, the ears, and the cranium.
- Explosions may occur 2~3 times consecutively so lie flat on the floor for several minutes and then keep away from the explosions. Preferably, stay on open ground or in the middle of a wide road.
 Gunshot terror
When wild shots are being fired, the best way is to lie flat on the ground and observe the situation. If you suddenly stand up and run toward a safe place, you may become a target. If you have to move inevitably, stay as low as possible.
When there are gunshots, stay low so as not to interfere with the guard or operational personnel's field of vision.
When the situation ends, call the police and an ambulance to rescue injured persons.
 Detention and abduction
If you are under detention as a hostage, do not resist, follow obediently, and avoid any sudden movements.
Unless there is conviction of success in escape, do not attempt to escape.
When you are among several abducted persons, behave so as not to be readily noticed. Do not give a threatening impression to a hijacker, and avoid eye contact with the hijacker.
When hijackers ask you something, give as short as answer as possible in a non-threatening tone. Do not get angry.
When hijackers direct something, follow it politely, abstain from words and actions to stimulate them, and be willing to accept their request for voice recording.
All means for rescue are carried out from the outside so do not lose self-control, do not feel a sense of despair, and identify any available conditions such as an escape route etc.
¡Ø If you are blindfolded, memorize the surrounding sound, smell, slope and distance of where you are, the criminal's voice, etc.
Continue to exercise to maintain health, take all food stuffs given to you, and demand drugs when you are sick.
It is desirable to talk with hijackers, and endeavor to keep amicable relations with them.
Even when the release time is near at hand, do not lose self-control, and do not show any sudden changes in attitude.
Immediately lie flat on the ground when rescue operations unfold.
 When an object suspected of biological terror is found
Leave it as it is and report it to the authorities concerned.
Immediately avoid the place while covering the nose and lips with a handkerchief and tissue in many folds and taking a deep breath.
After taking shelter, immediately take a shower with soapy water to prevent pollutants from adhering to the body.
Disinfect all clothes, shoes etc. worn prior to scraping.
There are many symptoms of biological terror such as a high fever, nausea, stomachache, diarrhea, nose drippings, a sore throat, rash, dermatitis, ocular hyperaemia, lethargy, etc. However, these do not appear until after several days, so it is very important to respond to these symptoms at an early stage.
Therapies for materials used in terror have already been developed, and the said symptoms may be cured as long as they are treated in the early stage, so stay calm.
When there is any indication of a biological terror attack, check the relevant information on the radio, TV or the Internet homepage of the health authorities.
When a biological terror alarm is issued in a neighboring area, maintain hygiene and cleanliness to prevent diseases from spreading, and follow directions of the health authorities.
 Chemical terror
Wear a gas mask or cover the lips and nose with a towel etc., and cover the skin with clothes to prevent exposure.
Outside the building, move toward the windward direction. However, in principle, take shelter to a higher place.
When there is a contaminated area in the windward direction, move toward the direction perpendicular (left, right) to the windward direction.
If a contaminated place is within a building such as a subway etc., move out of the building immediately.
When passing an accident site by car, close the windows and stop operating the air conditioner, heater etc.
When you are out of a contaminated area, breathe in the clear air or take a shower and change your clothes.
Put all contaminated clothes in a plastic bag before throwing them away.
Do not take drinking water or food stuff from a contaminated area, and do not touch a contaminated object with your bare hands.
When an abnormal condition is found in the body such as vomiting, skin changes etc., consult a physician.
 Radioactive terror
Follow the government directions released by radio, TV etc.
When there is a warning of a radioactive leak, move to an uncontaminated building while wearing a gas mask or cover the nose and lips with a handkerchief or tissue etc.
When you are within a building, make sure that the building is not contaminated by radioactivity, and if it is not contaminated, stay in the building.
When you are in a building or a shelter, close all windows and turn off the air conditioner, heater, and fan.
Abstain from entering a contaminated area or an area likely to be contaminated. Be careful not to inhale or directly contact dust contaminated by radioactivity.
When directions for shelter are given, do not take any food stuff and refrain from bringing a pet.
When you are found to have been exposed to radioactivity, take off all contaminated clothes immediately and wash the whole body thoroughly.
Put domestic animals in a sealed place if possible. Store feed in a sealed place and cover it with vinyl etc.
 Measures against mail terror
How to identify a suspected mail
- "The receiver's opening required', "Secret" etc. are indicated on the envelope
- Stamps excessively attached beyond the specified charge
- Sent from a foreign country or by air mail or special mail
- Sealed with too much tape and packing rope
- Address indicated by illegible handwriting
- The sender cannot be identified.
- The sending post office and the sending address are indicated differently
- Unclear receiver or only the position is indicated
- Only the company name is mentioned and the position and name are not correct
- Personally delivered or delivered by a stranger
- Exceptionally solid part of the inside of the packing
- The surrounding area is crushed or the surface is rugged
- Rough and unbalanced packing

- An envelope that feels like soft powder
- White powder traces found on the packing paper
- Double packing with vinyl to prevent powder from leaking

- Metal substance of unknown origin is packed in the mail
- More heat sensed than the surroundings
Measures against mail terror
¡¼When a suspected mail is found for the first time¡½
- Do neither smell nor touch it with bare hands.
- Carefully put down the mail.
- Do not shake or throw it away.
- Keep combustible substances such as a lighter away from the mail.
- Do not pull or cut any thin rope or cable exposed outside the package
- Do not use any device generating electromagnetic waves such as a mobile handset.
- When it is suspected as CBR material such as white powder etc., put it in a plastic bag to prevent leakage
- Leave a mail depository
- Report to the nearby police station or a fire station.
- Wash hands with soapy water.
¡¼After opening mail¡½
- IED-used mail
¤ýWhen opening it, immediately leave the place.
¤ýReport to a police station or a fire station.
- Guns and swords-enclosed mail
¤ýDo not touch and keep it in its original position.
¤ýReport to a nearby police station or a fire station.
- CBR-used mail
¤ýDo not touch it. Cover the nose and lips with a towel.
¤ýClose all windows and doors and immediately leave the place where the mail was opened.
¤ýIf CBR material is stained, rapidly take off your clothes, wash the body with flowing water, but do not rub or scratch the skin.
¤ýAvoid contacting with others to prevent contamination.
¤ýReport to a police station, a fire station, or an agency specializing in CBR.
