 Preparations During Extreme Heat
Pay attention to the weather condition by tuning in to the radio or TV.
Always keep a torch, emergency food and beverage, a fan, a portable radio, etc. in case of a power failure.
Check contact information of the hospital closest to the house and examine you and your families' symptoms such as heatstroke etc.
Prepare mineral water and bathe in advance in case of water supply interruption.
Whenever using a cooling device, keep the temperature difference between inside and outside a building to be about 5¡É to prevent air-conditioningitis. (26¡É¢¦28¡É are recommendable as healthful indoor cooling temperature)
Be ready against overload by inspecting the transformer. (Pay special attention to old apartments!)
Prevent a direct ray of light from coming into the house as much as possible using curtains.
Once a vehicle long-distance service plan is established, a traffic accident may occur due to changes in the road, so be extra careful.
 A Tropical Night
Abstain from food (coffee, tea, cola, chocolate etc.) containing caffeine and alcohol. Avoid smoking also.
Create a comfortable environment through proper cooling.
If humidity is excessively decreased through cooling, there is high possibility of onset of respiratory diseases so it is important to maintain humidity.
Issue Criteria for Heavy Snow Watch & Warning

Extreme Heat Watch: When it is expected that the daily highest temperature is 33¡É or higher and the daily highest heat index is 32¡É or higher in June¢¦September for two days or more.

Extreme Heat Warning : When it is expected that the daily highest temperature is 35¡É or higher and the daily highest heat index is 41¡É or higher in June¢¦September for two days or more.

Light exercise in the early evening is helpful for a sound sleep.
It is desirable to take a shower with warm water before going to bed.
Drinking a cup of milk before going to bed eliminates a sense of hunger and induces sleeping.
It is important to make sleeping and rising time regular.
 During Extreme Heat Watch
In the home
Abstain from outdoor activities. (When forced to go out, put on a wide-brim hat or wear simple clothes. Bring a water bottle.)
Avoid drinking too sweet or caffeine-containing beverages. Drink lots of water.
Within a building without a cooling device, prevent sunlight from coming into the room, ventilate to let out dead air, and turn on the fan
Do not leave an old person or a child alone in a car with all windows rolled up.
Old persons who have limited movements or those living alone should refrain from going out. Relatives and neighbors should be asked to watch over them.
When taking in salt rehydrate, consult a physician.
When an initial symptom of heatstroke appears such as dizziness, nausea, headache, muscle spasm, etc., move to a cold place, rest for several minutes, and drink a cold beverage slowly.
At 12:00~4:00 pm, when temperature reaches the highest level, stay in the building for 2 hours at least where cooling is available.
At the work site
Abstain from external events, for example, outdoor events and sports games.
Take a nap for 10~15 minutes at lunchtime to maintain personal health.
Improve the working environment for the staff and allow casual dressing.
At school
Allow for shortened school hours in elementary, middle, and high schools.
Abstain from outdoor activities.
Be careful of food poisoning when providing school lunch.
At industrial and construction sites
Have more frequent, short resting times rather than a long resting time.
When working outside for a long time, wear a vest with an ice pack.
Open all windows and doors for natural ventilation.
Check the cooler of construction machinery regularly to prevent overheating.
Maintain cleanliness and perform disinfection at the office on the spot, the headquarters, the cafeteria, etc. to prevent problems including food poisoning, typhoid fever, encephalitis, etc.
Take a cup of cold water (with salt) at an interval of 15~20 minutes at work. Avoid alcohol- and caffeine-containing beverages.
Avoid any heat sources, for example, hot liquid, hot machine, flame, etc., and install a heatproof booth.
Avoid wearing tight clothes that impede sweating.
In fish farms
Install a shade in land farm facilities and mix bottom water and upper water.
Open the windows of farming facilities for good ventilation.
Feed low-temperature underground seawater.
Feed liquefied oxygen to prevent oxygen deficit with increased water temperature.
Prevent fish diseases from spreading due to the physiological weakening among the fish.
Check power generators in advance to guard against electricity failure.
In farmhouses and stalls
Attach an insulating material such as styrofoam etc. to the ceiling of a stall.
Open windows, perform continuous ventilation with a fan etc., and keep proper breeding density.
Install a water sprayer on the ceiling of a pigsty or a henhouse to prevent radiant heat.
Install a mosquito control system and disinfect the stall.
Install lightproof facilities, drip irrigation, and water film facilities to prevent damage to a house.
Build up control of insect pests against increase of damage by blight and harmful insects.
Perform irrigation with a sprinkler for vegetables grown outdoors.
On roads and railways
Perform water spraying with a sprinkler on the road to prevent the road surface from deforming upon a forecast temperature of 35¡É or higher.
Build up traveling inspection of the railroad and spray water on the rail.
 At Extreme Heat Warning
At home
Abstain from outdoor activity between 12:00~4:00 pm.
Do not get in the water without preparation nor suddenly take a shower with cold water.(risk of heart attack)
Turn the fan toward a window to induce ventilation. (Abstain from successively using a fan for a long time.)
Hard exercise at a late time prevents sound sleeping; abstain from watching drama, playing computer games etc. which may cause a sense of tension.
Wear loose and light clothes to prevent UV and apply a UV block such as sun screen to exposed skin.
When going out with a child, do not wrap him/her with a thick blanket or clothes.
Prevent a very old person who has limited movement from going out. Families, relatives and neighbors should check their condition regularly.
At the work site
Cancel all outdoor activities.
Allow for nap time for employees.
Allow for a flexible work schedule system, avoiding the high-temperature time zone.
Impose a compulsory action of leave to an employee whose physical condition is abnormal.
At school
Consider temporary closure in elementary and middle schools.
Abstain from outdoor activities such as physical activity in the playground, picnic, etc.
Again, be careful of food poisoning in providing school lunch.
At industrial and construction sites
Carefully allow for stoppage of construction under the field manager's responsibility.
Avoid long-time work, reduce working time, and consider night duty.
At 12:00~4:00 pm when temperature reaches the highest level, stop all indoor and outdoor work if possible and take a rest.
There is risk of an electric shock due to insufficient sleeping and accumulated fatigue. Abstain from handling electricity.
Abstain from unnecessarily rapid movements especially when working outdoors.
Always wear a safety helmet and a safety belt at work.
In fish farms
Observe the behavior of fish in terms of feeding or any other behavior, and immediately remove fish that exhibits any abnormality. (to prevent disease from spreading)
Put ice in the water tank to inhibit water temperature from increasing.
Reduce breeding density to the utmost as well as rapid transfer.
Check feed for rotting due to humidity or exposure to direct ray of sunlight, since raw feed is rapidly oxidized.
In farmhouses and stalls
Provide clean water and give vitamins and mineral-mixed feed.
Do not supply moldy or old feed.
Upon livestock's death, rapidly bury and disinfect them to prevent infectious disease from spreading.
Remove excretions in a stall and keep it dry.
There is risk of a fire due to electric leakage, short, overheat, etc. Check electric consumption for cooling and ventilation.
On roads and railways
To prevent the road surface from deforming and ward off traffic accidents, control traffic for heavy vehicles etc. and spray water on the road.
Drive slowly, stop driving, and spray water as the rail temperature increases.
